Exporting wine to Brazil. The laboratory counts as much as the wine.
In Brazil Italian wine enters with certificates that not just any laboratory can sign. They must come from a body and a laboratory registered in SISCOLE.
Certificate of origin and analysis from a registered laboratory. The Brazilian Ministry of Agriculture (MAPA), on its page updated 10 March 2026, requires the wine's certificate of origin and analysis to be issued by a foreign body and laboratory registered in SISCOLE, under Instrução Normativa 39 of 2017.
The importer is registered with MAPA. It must be registered for the activity of importing the beverage, on the SIPEAGRO system.
Wine is sold after the inspection certificate. The wine must meet the Brazilian identity and quality standard, and can be marketed only with the Certificado de Inspeção de Importação with an «Apto» result.
This page is part of exporting wine: the documents, who issues them and when they are needed, and covers the Brazilian market. The rules common to every food, from the Portuguese label to health checks, are in exporting food to Brazil.
How to export wine to Brazil: the MAPA documents
To export wine to Brazil you need an importer registered with the Ministry of Agriculture, a certificate of origin and analysis issued by a body and laboratory registered in SISCOLE, the wine's other certificates when needed, and the Brazilian inspection certificate with a positive result before sale.
| Document | Who issues it | When you need it |
|---|---|---|
| Certificate of origin and analysis | Foreign body and laboratory registered in SISCOLE. | Always. |
| Ageing certificate | Ask the importer who issues it. | When the wine claims ageing. |
| Attestation of typicity and regional character | Body registered in SISCOLE. | Ask the importer about your own wine. |
| DAT and customs documents | Importer and freight forwarder. | Always: invoice, bill of lading, transit declaration. |
| Certificado de Inspeção de Importação | MAPA, after inspection and analysis. | Before sale: «Apto» result. |
SISCOLE: why the laboratory counts
The analysis certificate that accompanies wine to Brazil cannot be issued by just any laboratory. Annex XLI of Instrução Normativa 39 of 2017, the Vigiagro manual, requires the certificate of origin and analysis to be issued by a foreign body and laboratory registered in SISCOLE.
«Certificado de Origem e de Análise do produto, emitidos por organismo e laboratório estrangeiros cadastrados no SISCOLE» (Brazilian Ministry of Agriculture, IN 39/2017, annex XLI)
For the Italian winery the first question is therefore for its own laboratory: is it registered in SISCOLE? If not, the analysis must be done elsewhere, before shipment. The name of the laboratory the importer accepts is asked for in writing, together with the list of documents.
The body that attests the product's typicity and regional character belongs to the same register. When the wine claims an ageing period, the certificate attesting it is also needed.
The importer registered on SIPEAGRO
The Brazilian importer must be registered with the Ministry of Agriculture for the activity of importing the beverage it wants to import, on the SIPEAGRO system. An importer without it applies on the same system, before shipment. For the winery it is the first check on the importer, together with the laboratory.
In Brazil: analysis and the «Apto» certificate
On arrival the wine must meet the Brazilian identity and quality standard, under Norma Interna DIPOV 1 of 2019, and the federal agricultural defence laboratories analyse it. The wine can be sold only when the importer has the Certificado de Inspeção de Importação with an «Apto» result.
The Brazilian label, in Portuguese, is added to the European base of Article 119 of Regulation (EU) 1308/2013, described on the page about wine documents and its label. The differences between markets are in the export label, market by market.

In Brazil the first question goes to your laboratory.
If it is registered in SISCOLE, the rest is a list of documents. If it isn't, it's better to know before the first shipment. Write us a line about what weighs on you. We take the first step: what a buyer sees when they look you up, and what we found there. Even if we don't end up working together.
